CBP announces Voluntary Self-Reported Exit pilot to collect facial images from noncitizens exiting U.S.

    CBP announced that it will conduct a Voluntary Self-Reported Exit (VSRE) Pilot to collect facial images from noncitizens subject to I-94 requirements who exit the U.S. from any location.

    The facial images will be collected through an app on noncitizens' personal electronic devices. The technology will have geolocation capabilities; when noncitizens submit photos, CBP will be able to verify whether they have in fact exited. CBP states that the pilot will test effectiveness of technology designed to help "create a comprehensive biometrics entry-exit system" and to "further automate the I-94 process."

    The VSRE pilot begins on March 19, 2025 and will run for two years.

      2025.05.09 Reported: US Customs and Border Protection Plans to Photograph Everyone Exiting the US by Car - Wired

      Wired reports that U.S Customs and Border Protection (CBP) plans to expand its real-time facial recognition program to photograph every person leaving the US by car and match their image to whatever travel documents are on file in CBP's system. Increased documentation could be used to track how many people are self-deporting or leaving the US voluntarily, as encouraged by the Trump administration.

      CBP has not indicated when it will expand facial recognition on the border, and Wired suggests this is because CBP currently does not have adequate facial recognition technology to make this happen effectively. Wired suggests that a new monitoring mechanism could be integrated into "Immigration OS" - a tool that ICE has contracted with Palantir to build that would give the agency “near real-time visibility” on people self-deporting from the United States. CBP did not confirm or deny whether its monitoring of outbound vehicles would be integrated with ImmigrationOS, a tool that Palantir is building for the agency.
