December 10, 2025CBP issued a notice and request for comments on revisions to Form I-94, Arrival and Departure Record, and the Electronic System for Travel Authorization (ESTA).
Proposed changes include:
- Update CBP Home to allow noncitizens departing the United States and who are subject to I-94 requirements to voluntarily provide biographic data, facial images, and geolocation to provide evidence of departure;
- Update the ESTA application website to require applicants to provide a "selfie" of their face;
- Decommission the ESTA website and transition to a mobile-only ESTA system;
- Remove Romania from the Visa Waiver Program;
- Add social media as a mandatory data element for an ESTA application; and
- Add "high value data fields" to the ESTA application, such as phone numbers used in the last five years, email addresses used in the last ten years, and IP addresses and metadata from electronically submitted photos.
Comments will be accepted for 60 days, until February 9, 2026.
