    DHS issues final rule revising service process requirements for summonses, complaints, and subpoenas to be served by certified mail, as DHS no longer accepts in-person service. The rule was signed by Chad Mizelle, Senior Official Performing the Duties of the General Counsel, on behalf of Acting Secretary Wolf.
