October 15, 2025DHS published a notice in the Federal Register implementing the fee on immigration parole applications established in H.R.1., the One Big Beautiful Bill Act (OBBBA). The OBBBA imposes a $1,000 parole fee on “any alien who is paroled into the United States who does not meet an exception” enumerated in the statute. Parole is interpreted by DHS to include parole under INA § 212(d)(5)(A) and includes paroles granted at ports of entry, parole-in-place, re-parole, and parole from DHS custody. DHS states that the fee attaches to the grant and effectuation of parole, rather than the filing of an application or request. As a result, the fee applies to any noncitizen who has a request for parole filed or pending prior to the effective date of October 16, 2025.

CBP announced that it will apply inflationary adjustments to immigration fees as required by H.R.1., effective January 1, 2026. This includes the fee for a noncitizen paroled into the U.S. which will increase from $1000 to $1020, reflecting a 2.70% increase calculated based on the percent change in the Consumer Price Index for All Urban Consumers (CPI-U) from July 2024 to July 2025.

December 18, 20252025.12.18 USCIS Policy Alert 2025-30 - Implementation of the Immigration Parole Fee
USCIS issued a policy alert (PA-2025-30) updating guidance in the USCIS Policy Manual on the implementation of the new immigration parole fee established in the One Big Beautiful Bill Act (HR-1). The policy manual implements the Federal Register notice DHS published on October 16, 2025 about the fee and how it will be collected. The new policy manual is effective immediately and applies to any noncitizen paroled into the U.S. on or after October 16, 2025, regardless of when the parole request was filed.
