DHS creates new record system to monitor foreigners' information access to DHS and other government entities

    DHS establishes a new record system, DHS/ALL-039 Foreign Access Management System of Records (FAMS), which is intended to "provide transparency on how DHS collects, uses, maintains, and disseminates information relating to foreign nationals who seek access to DHS and partner U.S. Government (USG) agency personnel, information, facilities, programs, research, studies, and information technology (IT) systems." The system will manage risk assessment of foreign nationals who request access to DHS and other agencies, according to DHS. In the same notice, DHS issues a Notice of Proposed Rulemaking to exempt this record system from certain Privacy Act provisions. [ID #861]
