DHS proposes to modify and reissue "ALL-038 Insider Threat Program" System of Records

    DHS provides notice that the agency is proposing to modify and reissue a current DHS system of records titled, “Department of Homeland Security/ALL-038 Insider Threat Program System of Records.” This system of records allows DHS to establish capabilities to detect, deter, and mitigate insider threats. DHS provides a 30-day comment period.

    In particular, DHS provides notice to the public that (1) DHS is expanding the categories of individuals to all individuals who have or had access to the Department’s facilities, information, equipment, networks, or systems; (2) to clarify that the categories of records in this SORN will be modified to cover records from any DHS Component, office, program, record, or source, including records from information security, personnel security, and systems security for both internal and external security threats; and (3) to clarify and expand several previously issued routine uses.       2020.10.6 DHS Final Rule Exempting ALL-038 Insider Threat Program System of Records

      DHS issues a final rule exempting portions of the "ALL-038 Insider Threat Program" from certain provisions of the Privacy Act. Specifically, the Department exempts portions of this system of records from one or more provisions of the Privacy Act because of criminal, civil, and administrative enforcement requirements.
