DHS partners with Indiana to use "Speedway Slammer" state prison for ICE detention

    DHS announced a partnership with the state of Indiana to expand ICE detention space by using 1,000 beds at the Miami Correctional Center, a state prison which the press release nicknames the "Speedway Slammer." Use of the state prison for immigration detention is funded by the One Big Beautiful Bill Act. Indiana Governor Mike Braun states that Indiana is "proud" to partner with DHS and that Indiana "will continue to lead the way among states" on immigration enforcement. The authority for the "Speedway Slammer" was purported to be a 287(g) agreement.

    This is the second state partnership to expand ICE detention space, after the Alligator Alcatraz detention center in Florida.

    2025.09.30 Intergovernmental Service Agreement - Miami Correctional Facility

    DHS and the Miami Correctional Facility in Indiana signed an Intergovernmental Service Agreement (IGSA) for the detention of noncitizens on September 12, 2025. The period of performance is from September 30, 2025, to September 29, 2027. The prison shall provide up to 1,000 adult male beds to ICE out of 3,188 available beds. ICE will pay $291.24 per day per noncitizen detained.
