DHS proposes rule to exempt a new External Biometric Records System of Records from Privacy Act

    DHS proposes rule to exempt portions of a new DHS/ALL-041 External Biometric Records system of records from certain provisions of the Privacy Act because of criminal, civil, and administrative enforcement requirements. DHS has developed this system of records to receive, maintain, and disseminate biometric and associated biometric information from non-DHS entities for the purpose of law enforcement, national security, immigration screening, border enforcement, intelligence, national defense, and background investigations relating to national security positions, credentialing, and certain positions of public trust.
