DHS Secretary makes structural changes to the Homeland Security Advisory Council (HSAC)

    DHS Secretary Noem has determined that "a renewal of the Homeland Security Advisory Council (HSAC) is necessary for public interest." The HSAC is a discretionary committee that operates in accordance with the Federal Advisory Committee Act (FACA). It was originally established in 2003 to provide "nonpartisan and organizationally independent, strategic advice to the Secretary of Homeland Security on matters related to homeland security." During the first Trump administration, the HSAC was tasked with creating a "CBP Families and Children Custody Panel." During the Biden administration, Secretary Mayorkas fired HSAC members and then reconstituted the committee with new advisers.

    Secretary Noem has made changes to HSAC's structure and membership: (1) reduce the total membership from 40 to 35; (2) change members' terms to a three-year appointment, from a range of one to three-year terms; and (3) remove co-chairs to now reflect a Chair and Vice Chair.
