December 16, 2025DHS Secretary Noem issued a notice of determination under Section 102 of the Illegal Immigration Reform and Immigrant Responsibility Act (IIRIRA) stating that “DHS will take immediate action to construct additional barriers and roads in segments of the border in the El Centro Sector," located in California. Secretary Noem identified the area as one "of high illegal entry where illegal aliens regularly attempt to enter the United States and smuggle illicit drugs" and waived 30 laws, including environmental and historical preservation laws, such as The National Environmental Policy Act, the Clean Water Act, the Endangered Species Act, and the Historic Sites, Buildings, and Antiquities Act, to facilitate the construction of physical barriers and roads.
