December 10, 2025DHS Secretary Noem issued a notice of determination under Section 102 of the Illegal Immigration Reform and Immigrant Responsibility Act (IIRIRA) stating that “DHS will take immediate action to construct additional barriers and roads in segments of the border in the Laredo Sector” of CBP, located in Texas. Secretary Noem identified the area as one "of high illegal entry" and waived 30 laws, including environmental and historical preservation laws, such as The National Environmental Policy Act, the Clean Water Act, the Endangered Species Act, and the Historic Sites, Buildings, and Antiquities Act, to facilitate the construction of physical barriers and roads.
