DOL plans to randomize processing of H-2B visa applications, rather than first-come-first-serve

    DOL announces its plans to switch to from a first-come-first-served basis for processing H2-B visa applications to randomly assigning visas a place in the processing queue. Because of the scarcity of these visas and the intense competition to receive them, there is an overwhelming number of applicants on the first day of the filing period (Jan. 1), leading to the iCert system crashing.
