January 29, 2025DOS revised the Foreign Affairs Manual to recall 8 FAM 403.3, “Gender Designation." As evidenced in a version of the manual from December 24, 2024, the section previously allowed applicants for US passports and Consular Report of Birth of a US Citizen Abroad to self-certify their gender markers as “M” or “F” regardless of the gender marker listed on their evidence of identity and/or citizenship. The section currently appears as "unassigned" in the manual.

- February 18, 2025 DOS proposes changes to Form DS-5504 (Application for a U.S. Passport for Eligible Individuals: Correction, Name Change to Passport) to no longer allow "X" gender marker
- February 18, 2025 DOS proposes changes to DS-82 (U.S. Passport Renewal Application) to eliminate "X" gender marker from application
