January 22, 2025President Trump signed EO 14175 directing the Secretary of State, after consultation with the Director of National Intelligence and the Secretary of the Treasury, to submit a report on the designation of Ansar Allah (also known as the Houthis) as a Foreign Terrorist Organization. Within 15 days of the report's submission, the Secretary of State must take all appropriate action to carry out the designation, consistent with INA § 219 (8 U.S.C. § 1189).
The EO also instructs DOS and USAID to review NGOs and international organizations that have either made payments to entities controlled by Ansar Allah or criticized international efforts to counter Ansar Allah. The EO directs USAID to terminate projects, grants or contracts provided to the entities identified in its review.

Secretary of State Marco Rubio designated Ansarallah, commonly known as the Houthis, as a Foreign Terrorist Organization pursuant to INA § 219. The designation was published and went into effect on March 5, 2025.
