November 24, 2025Executive Order 13462, "Designation of Certain Muslim Brotherhood Chapters as Foreign Terrorist Organizations and Specially Designated Global Terrorists," directs the federal government to assess and initiate terrorist-designation actions against specific chapters and subdivisions of the Muslim Brotherhood.
§ 1 of the EO states that, following the October 7, 2023 attacks in Israel, various Brotherhood-affiliated leaders and chapters in Lebanon, Egypt, and Jordan participated in or supported violent activities that threaten U.S. partners and regional stability.
§ 3 of the EO requires the Secretary of State and the Secretary of the Treasury to submit a joint report within 30 days evaluating whether these chapters should be designated as Foreign Terrorist Organizations under 8 U.S.C. section 1189 and as Specially Designated Global Terrorists under 50 U.S.C. section 1702 and Executive Order 13224. The EO further directs that, within 45 days after that report, the relevant agencies take all appropriate action to formally designate any such chapters or subdivisions identified in the order.
