EO 14204: "Addressing Egregious Actions of the Republic of South Africa" § 2(b) declares U.S. policy to promote resettlement of Afrikaner refugees

  1. Original Date Announced

    February 7, 2025

President Trump signed Executive Order 14204, "Addressing Egregious Actions of the Republic of South Africa" rebuking South Africa's recently enacted Expropriation Act 13 of 2024, which repeals an apartheid-era law and in certain circumstances allows the government to acquire privately held land in the public interest, as well as the government's "aggressive positions towards the United States and its allies," including bringing a genocide case against Israel at the International Criminal Court (ICC).

The EO states U.S. policy not to "provide aid or assistance to South Africa" and to "promote the resettlement of Afrikaner refugees escaping government-sponsored race-based discrimination, including racially discriminatory property confiscation." It directs the Secretaries of State and Homeland Security to "prioritize humanitarian relief, including admission and resettlement through the United States Refugee Admissions Program [USRAP], for Afrikaners in South Africa who are victims of unjust racial discrimination."

Note that, following the issuance of EO 14163 “Realigning the United States Refugee Admissions Program” on January 20, 2025, the U.S. government suspended refugee-application processing under the USRAP (with a "case-by-case" exception).

Commentary

  • South African Foreign Ministry & Afrikaner Groups Decline Trump's Resettlement Offer

Voice of America reports that South Africa's Foreign Ministry denied that white Afrikaners are facing persecution necessitating refugee status, characterizing the group as "amongst the most economically privileged" in South Africa and contending that the Trump Administration has initiated a "campaign of misinformation and propaganda." In addition, Solidarity and AfriForum, two of the most prominent South African organizations representing Afrikaners, refused the Trump Administration's offer of resettlement to the US.
