EO 14182 "Enforcing The Hyde Amendment" calls for an end to federal funding of elective abortions, potentially affecting ICE, CBP, and ORR

    January 24, 2025

    President Trump issued an Executive Order (EO) "Enforcing The Hyde Amendment," stating that it is U.S. policy "to end the forced use of Federal taxpayer dollars to fund or promote elective abortion." EO § 2 rescinds two executive orders of the previous administration:

    • Executive Order 14076 of July 8, 2022 (Protecting Access to Reproductive Healthcare Services)
    • Executive Order 14079 of August 3, 2022 (Securing Access to Reproductive and Other Healthcare Services)

    EO § 3 directs OMB's Director to promulgate guidance to the heads of executive departments and agencies related to EO implementation.

    EO may restrict abortion coverage for immigrants who receive their healthcare in detention facilities and Office of Refugee Resettlement (ORR) shelters.
