    Section 4 of the Presidential Executive Order, "Declaring a National Emergency at the Southern Border of the United States," orders the Secretary of Defense and the Secretary of Homeland Security, in consultation with the Attorney General, to prioritize the impedance and denial of the unauthorized physical entry of noncitizens across the US-Mexico border, and to ensure that use of force policies prioritize the safety and security of DHS personnel and of members of the US Armed Forces.
