EO 14161: "Protecting the United States from Foreign Terrorists and Other National Security and Public Safety Threats"

    On January 20, 2025, President Trump issued Executive Order 14161 "Protecting the United States from Foreign Terrorists and Other National Security and Public Safety Threats." The EO imposes a suite of enhanced vetting and screening requirements across agencies; requires DOS, DOJ, DHS, and the Director of National Intelligence to report to the president on, inter alia, countries "for which vetting and screening information is so deficient as to warrant a partial or full suspension on the admission of nationals from those countries pursuant to section 212(f) of the INA (8 U.S.C. 1182(f))"; and to take additional measures.

      2025.03.06 - Reported: Trump Administration Prepares to Revive and Expand Travel Bans - NYT

      The New York Times reports that the Trump administration is planning to implement a travel ban that could prevent individuals from certain countries from entering the U.S. A draft of the new ban purportedly contains a list of the same countries included in Trump's previous travel ban from his first term, as well as Afghanistan and possibly Pakistan.

      The ban purportedly "tiers" countries under a red, orange, and yellow scheme. Nationals from countries on the red list would be completely barred; orange list countries would have "access" to the U.S. curtailed; and yellow list countries "would be given 60 days to change some perceived deficiencies" in their security vetting or risk being added to the other two lists.

      2025.03.09 Reported: Trump administration begins retroactive visa cancellations ahead of renewed Muslim travel ban

      The New Arab reports that the Trump administration has "begun cancelling visas retroactively as part of preparations to reinstate" a Muslim ban similar to the one from his first term. These cancellations include visas for those outside the country and "those already in the United States," including "[s]everal Libyan students who recently obtained US study visas."
