EO 14161: "Protecting the United States from Foreign Terrorists and Other National Security and Public Safety Threats"

    President Trump issued Executive Order 14161, "Protecting the United States from Foreign Terrorists and Other National Security and Public Safety Threats." The EO imposes enhanced vetting and screening requirements across agencies; requires DOS, DOJ, DHS, and the Director of National Intelligence to report on, inter alia, countries "for which vetting and screening information is so deficient as to warrant a partial or full suspension on the admission of nationals from those countries pursuant to section 212(f) of the INA (8 U.S.C. 1182(f))"; and to take additional measures.

      2025.03.06 Reported: Trump Administration Prepares to Revive and Expand Travel Bans - New York Times

      The New York Times reports that the Trump administration is planning to implement a travel ban that could prevent entry of individuals from certain countries. A draft version purportedly contains a list of the same countries included in Trump's previous travel ban from 2017, as well as Afghanistan and possibly Pakistan.

      The ban purportedly "tiers" countries under a red, orange, and yellow scheme. Nationals red-list countries would be completely barred; orange-list countries would have "access" curtailed; and yellow-list countries "would be given 60 days to change some perceived deficiencies" in their security vetting or risk being added to another list.

      The New Arab reports that the Trump administration has "begun cancelling visas retroactively as part of preparations to reinstate" a Muslim ban similar to the one from his first term. These cancellations include visas for those outside the country and "those already in the United States," including "[s]everal Libyan students who recently obtained US study visas."

      The Globe and Mail reports that "Canadian citizens born in Iran and Afghanistan are being denied entry to the United States after facing intense questioning at the border," with some having their visas or Nexus cards revoked. The denials come after the Trump administration announced increased vetting of foreign nationals entering the U.S. and consideration of a travel ban for citizens from Muslim-majority countries. Canadian immigration attorneys are urging Canada to issue travel advisories to warn citizens and residents of questioning at the U.S. border.

      2025.04.01 Reported - USA Today: Trump travel ban indefinitely delayed

      USA Today reports that the Trump administration’s plans concerning a new travel ban have been indefinitely postponed, with no new date set. The State Department said that it is continuing to work on the report that would serve as the basis for the anticipated visa restrictions, and that the original deadline of March 21 set by the EO was no longer in effect; however, the department was unable to say when the report would be ready.
