September 5, 2025President Trump issued an executive order, "Strengthening Efforts to Protect U.S. Nationals from Wrongful Detention Abroad," authorizing the Secretary of State to designate as a "State Sponsor of Wrongful Detention" any foreign country with a government that "directly engages in or provides support for the wrongful detention of a U.S. national." The order authorizes the Secretary of State to respond to designated countries with economic and trade sanctions, visa restrictions, and travel restrictions. The order relies in part on the executive authority provided in the Robert Levinson Hostage Recovery and Hostage-Taking Accountability Act passed during President Trump's first term.
