EOIR Acting Director issues guidance on employee feedback

    EOIR Acting Director Sirce Owen issued Policy Memorandum (PM) 25-43, “Employee Feedback.” The PM establishes EOIR policy regarding employee feedback, in light of the Office of Personnel Management’s announcement regarding the cancellation of the 2025 Federal Employee Viewpoint Survey (FEVS).

    The PM describes criticism of the FEVS, finds that it was an unreliable indicator of agency performance, and asserts that much of the participation was staged and even forced. It also states that EOIR will be “mindful of the limitations and context of FEVS” moving forward. To that end, the PM provides that EOIR will no longer rely on FEVS as the exclusive source of employee feedback and will ensure that “any consideration of FEVS data is fully considered in its appropriate context.”
