February 3, 2025On Feburary 3, 2025, the EOIR Acting Director issues PM 25-17, rescinding DM 22-05 and reinstating PM 19-05, 21-06, and 21-13. The reinstated PM 19-05 directs IJs to complete adjudication of asylum applications within 180 days "to the maximum extent practicable." The memo chides that "good cause" does not necessarily and in every case "constitute exceptional circumstances" that justify exceeding the I80-day deadline. The memo discusses calculation of the 180-day asylum EAD clock, proper adjournments codes, and which party should be faulted for delays in adjudication.
