EOIR clarifies policy on judge misconduct complaints and ex parte communications

    In Policy Memo 19-14, EOIR clarifies that its adjudicators should generally avoid ex parte communications and must not retaliate against anyone making an allegation of misconduct. It also urges parties not to retaliate against an adjudicator based on disagreement with that person's ruling.
