February 13, 2020In EOIR Policy Memo 20-09, the Director instructs that standing orders -- which are used to mandate rules of practice before a specific judge or court -- are permitted but may not contradict the Immigration Court Practice Manual. The memo also reiterates that the Practice Manual does not supersede IJs' regulatory authority and that immigration courts may adopt local operating procedures even if not expressly authorized.
