Federal Protective Service Cites and Fines Volunteers Observing ICE At Federal Courthouses

    The Federal Protective Service (FPS), which is part of DHS, cited and fined volunteers who observe and document ICE check-ins and arrests at the Edward J. Schwartz Federal Building in San Diego. Citing 6 CFR § 139.30, which requires individuals on federal property to follow posted regulations and security directions, FPS officials characterized these observers as "loitering" and obstructing law-enforcement operations. This practice follows regulatory updates implemented in November 2025. While volunteers contend their presence is peaceful, FPS maintains that noncompliance with lawful commands is a criminal offense, triggering penalties that include fines up to $280.
