March 6, 2025ICE Acting Executive Associate Director Todd M. Lyons issued a policy memo (Policy Number 24005) titled "Procedures for Detained Aliens with Judicial Stays Of Removal." The memo's unredacted portion states that ICE Enforcement and Removal Operations (ERO) has the objective not to deport noncitizens in ERO custody who have been granted judicial stays of a removal order. The memo notes that ICE and its officers may be held in contempt or face legal penalties for defying a stay, and outlines procedures to avoid deporting individuals whose removal has been stayed. Procedures include establishing email inboxes monitored by designated ICE personnel to receive notification of stays of removal, and attaching a memo to the front cover of an individual's ICE file if their removal is stayed so they are not deported without supervisor verification that the stay has been lifted.
