    ICE Field Office Directors publish "Letter to the American Public" defending and explaining enforcement and removal operations, including that ICE needs no warrant to make arrests; that "no judge in this country has the authority to issue a warrant for a civil immigration violation"; that "obstructing or otherwise interfering with ICE arrests is a crime" and may subject anyone involved to criminal prosecution; and that officers treat detainees with "dignity and respect."
