- February 16, 2016 The Obama administration also detained families following the 2014 surge in migrants from Central America, but not at such a scale. In 2015, the family residential facilities in Karnes, TX, Dilley, TX, and Berks, PA had a combined capacity of approximately 3,600 beds.
