April 11, 2025The Trump administration declined to renew its contract with the Acacia Center for Justice, a nonprofit that operated the Legal Access Services for Reunified Families (LASRF) program, which provided legal services to families separated under the first Trump administration's family separation policy. The federal government contracted with the Acacia Center in compliance with requirements of the Ms. L vs. ICE settlement agreement.

In response to the Acacia Center contract nonrenewal, Petitioner-Plaintiffs in Ms. L v. ICE filed a motion to enforce the 2023 settlement agreement requiring the federal government to provide "legal access and orientation" to Ms. L settlement class members. Ms. L v. ICE, no. 3:18-cv-00428 (S.D. Cal).

June 10, 20252025.06.10 Order Granting Renewed Motion to Enforce Settlement Agreement - Ms. L v. ICE
Judge Dana Sabraw of the Southern District of California ruled that the federal government violated the 2023 Ms. L settlement agreement by abruptly terminating its contract with the Acacia Center for Justice. Judge Sabraw ordered reinstatement of Acacia's LASRF Program contract and directed that they assist class members with reparole and EAD applications, pro bono legal assistance, and individualized consultations per the agreement. Ms. L. v. ICE, 18cv0428 (S.D. Cal.).
