February 6, 2025President Trump issued a "Memorandum for the Heads of Executive Departments and Agencies," directing leaders of executive departments and agencies "to review all funding" provided to nongovernmental organizations (NGOs) and to "align future funding decisions with the interests of the United States and the goals and priorities" of the Trump administration. The memo asserts that many NGOs "are engaged in actions that actively undermine the security, prosperity, and safety of the American people."

The Coalition for Humane Immigrant Rights in Los Angeles (CHIRLA) received a notification from USCIS that their congressionally-approved funding from the Citizenship and Assimilation Grant Program has been put on hold. CHIRLA was set to receive $450,000 from USCIS to assist green-card holders with the naturalization process. Democratic members of Congress sent a letter to USCIS Acting Director Kika Scott and DHS Secretary Kristi Noem seeking answers on the funding freeze, emphasizing that these funds are critical to ensuring that USCIS's recent progress in reducing naturalization backlogs is not undone.
