EO 14159 § 19 directs DOJ and DHS to review, pause, terminate, and claw back contracts or grants with NGOs serving "removable or illegal aliens"

    Section 19 of Presidential EO 14159, "Protecting the American People Against Invasion," directs DOJ and DHS to:

    (a) "[R]eview and, if appropriate, audit all contracts, grants, or other agreements providing Federal funding to [NGOs]" that support or provide services to "removable or illegal aliens" for "waste, fraud, and abuse, and [so] they do not promote or facilitate violations of our immigration laws;"

    (b) Pause further funding to such NGOs pending the review's result;

    (c) "Terminate all such agreements determined to be in violation of law or to be sources of waste, fraud, or abuse;"

    (d) Coordinate with OMB "to ensure no funding for such agreements" comes from DOJ or DHS; and

    (e) "Initiate clawback or recoupment procedures, if appropriate" for agreements in subsection (c).

      2025.01.23 Reported: DOJ orders federally funded legal service providers to stop providing support at immigration courts

      Newsweek reports that DOJ has told legal service providers to stop legal-orientation work for immigrants, stripping away critical access for people in detention trying to navigate the US immigration system. "The programs listed in the memo include the Legal Orientation Program; the Immigration Court Helpdesk; the Family Group Legal Orientation Program; and the Counsel for Children Initiative."

      President Trump issued a "Memorandum for the Heads of Executive Departments and Agencies," directing leaders of executive departments and agencies "to review all funding" provided to nongovernmental organizations (NGOs) and to "align future funding decisions with the interests of the United States and the goals and priorities" of the Trump administration. The memo asserts that many NGOs "are engaged in actions that actively undermine the security, prosperity, and safety of the American people."
