May 9, 2025Presidential Proclamation "Establishing Project Homecoming" directs the Secretaries of State and Homeland Security to "save tremendous taxpayer resources" by creating processes for undocumented noncitizens to "rapidly depart" the U.S.. Amongst other things, it calls for the creation of a "concierge service" whereby any undocumented noncitizen "may arrive at an airport, with or without appropriate travel documents, book air travel to permanently relocate to a different country, and claim" a monetary "exit bonus" after departing.
