Proc. 10935 § 1 directs DOS and DHS to facilitate "voluntary departure" through free travel and relaxed travel document requirements

    Section 1 of Presidential Proclamation "Establishing Project Homecoming" directs the Secretaries of State and Homeland Security to "create seamless processes" for undocumented noncitizens to "rapidly depart" the U.S., including through the use of the "CBP Home" application. The Proclamation states that the U.S. will pay for the travel of all noncitizens who depart under these processes.

    Citing the President's authority under 8 U.S.C. 1185(a)(1), the Proclamation also calls on the Secretaries to enable the departure of those who lack proper travel documents, directing them to create a "concierge service" whereby any undocumented noncitizen "may arrive at an airport, with or without appropriate travel documents, book air travel to permanently relocate to a different country" and claim a monetary "exit bonus" described in Section 2 of the Proclamation.

      2025.05.19 DHS - Project Homecoming Charter Flight Brings Self-Deporters to Honduras, Colombia

      DHS announced that it successfully conducted its first Project Homecoming flight—"a voluntary charter flight from Houston, TX, to Honduras and Colombia," with 26 participants returned to Colombia and 38 to Honduras. DHS stated that "[a]ll participants were offered the same benefits as any illegal alien who self-deports using the CBP Home App. They received travel assistance, a $1,000 stipend, and preserved the possibility they could one day return to the United States legally." DHS also noted that returnees benefited from social services and reintegration support provided by their respective home state governments.
