Proc. "Establishing Project Homecoming" § 3 directs DOS and DHS to promote voluntary departure through a communications campaign and by increasing the number of immigration officers

    Section 3 of Presidential Proclamation "Establishing Project Homecoming" directs the Secretaries of State and Homeland Security to "conduct a nationwide communications campaign" to notify undocumented noncitizens that they can get "cost-free travel" and an "exit bonus" if they leave the country and to warn of "the sweeping consequences for those who choose to remain illegally present, including removal, prosecution, incarceration, and fines as consistent with applicable law for immigration-related crimes; the garnishment of wages; and the confiscation of savings and personal property, including homes and vehicles."

    Within 60 days of the Proclamation, the Secretaries are directed to "supplement existing enforcement and removal operations by deputizing and contracting with State and local law enforcement officers, former Federal officers, officers and personnel within other Federal agencies, and other individuals" to add an additional 20,000 immigration officers to remove undocumented noncitizens who do not depart voluntarily.
