June 4, 2025President Trump issued Proclamation 10948, suspending the entry into the United States of any new Harvard international students as exchange visitors or students on F, M, or J visas. It further directs the Secretary of State to consider revoking existing F, M, or J visas for current Harvard students who meet the Proclamation’s criteria on a case-by-case basis.
The Proclamation states that Harvard’s refusals of DHS’s requests for information about its students “jeopardize the integrity of the entire United States student and exchange visitor visa system, compromise national security, and embolden other institutions to similarly disregard the rule of law.” It also states that Harvard “continues to flout the civil rights of its students and faculty.”

Harvard filed a lawsuit challenging the Trump administration’s cancellation of its Student and Exchange Visitor Program (SEVP) certification. On June 5, 2025, Harvard filed an amended complaint, which is the version included in this entry. The amended complaint alleges that Presidential Proclamation 10948 violates the Administrative Procedure Act, the Immigration and Nationality Act, and the Constitution.
