    CNN reports that Department of Homeland Security (DHS) Secretary Noem issued an internal memo ordering that all contracts and grants over $100,000 be submitted for her approval, and that all funding requests include details such as mission impact, dollar values, descriptions of supplies or services, timeliness issues, and a description of the proposed action. CNN explains that the order adds “an extra layer of review for billions of dollars in funding” and can “severely disrupt” the distribution of emergency funds for components like FEMA within DHS.

    The Washington Post reports that DHS, under newly-confirmed DHS Secretary Mullin, is rescinding the rule described above that required Cabinet-level approval for contracts exceeding $100,000. ICE employees were informed that top-level department approval is now needed only for contracts that are valued at or above $25 million. It is not clear if the new policy applies to the entire DHS or only to ICE.
