    The New York Times reports that immigration agents are arresting foreign-born spouses of U.S. citizens at their final green-card interviews, accusing them of visa overstays and placing them in deportation proceedings. In San Diego, dozens of foreign spouses were immediately detained after their interviews, despite having clean records and completed paperwork. An ICE spokesman stated that arrests at USCIS offices may occur when applicants have overstayed visas or are otherwise removable, but immigration lawyers say this marks an abrupt, unannounced shift from past practice when such applicants were rarely detained.
