Reported: State Department orders nonprofit libraries to stop processing passport applications

    The Associated Press (AP) reports that the Department of State (DOS) has directed nonprofit public-libraries to cease processing passport applications beginning February 13, 2026. Libraries across the country have processed passport applications for decades under the Passport Acceptance Facility program. A DOS spokesperson said the order was given because federal law and regulations “clearly prohibit non-governmental organizations” from collecting and retaining passport-application fees.

    The American Library Association estimated that about 1,400 public libraries nationwide, or about 15% of all public libraries, could be affected. Congresspeople from both parties have asked DOS to extend library passport-application processing while legislation to restore libraries' ability to process applications is pending.
