November 10, 2025AP News reports that the Trump administration is using Migration and Refugee Assistance (MRA) funds, which are appropriated by Congress to assist refugees overseas, to pay Equatorial Guinea $7.5 million to accept the deportations of third-country nationals. Such a payment "would be the first government-to-government transfer from that account, which was set up by Congress to respond to humanitarian crises." In a letter to Secretary of State Marco Rubio, Senator Jeanne Shaheen (D-N.H.) asked the Secretary to explain why this is "a permissible use of funds."
