Reported: Veterans Affairs to share immigration data about non-citizen workers with other agencies

  1. Original Date Announced

    December 3, 2025

The Guardian reports that the Department of Veterans Affairs (VA) is creating an internal database of non-U.S. citizens "employed or affiliated" with the department, including full-time and part-time employees, contractors, health professional trainees, and volunteers. A VA spokesperson stated that the "VA will share any adverse findings with the appropriate agencies to ensure anyone who is not authorized to be in the US is dealt with accordingly." As explanation, the "VA is required by federal law to continuously vet all employees and affiliates . . . to ensure they meet the federal government’s trusted workforce standards.”

VA chief of staff Christopher Syrek issued a memo on November 25, 2025, tasking the Office of Operations, Security, and Preparedness to provide the VA Secretary with a report of all non-U.S. citizens by December 30, 2025.

2025.12.12 Letter from members of Congress opposing VA's proposed noncitizen database

Fifty-five members of Congress sent a letter to Doug Collins, Secretary of the Department of Veterans Affairs, and Kristi Noem, Secretary of the Department of Homeland Security, objecting to the creation of a database of non-U.S. citizens employed or affiliated with the VA. The letter expresses concern that the database will "stifle political dissent and suppress free speech through baseless threats to immigrants"; exacerbate the shortage of healthcare providers for veterans; risk "serious diplomatic consequences for countries where veterans reside and receive VA care"; and lead to "unlawful imprisonment or deportation of veterans who served our country and continued their service at VA."

The letter demands that the VA and DHS provide Congress with a copy of the memo outlining the planned database as first reported in The Guardian, among other records, and answer a list of questions regarding the data collection.
