January 20, 2025Executive Order (EO) 14165, "Securing Our Borders," states the Trump administration will "take all appropriate action" to secure the border. These actions include (1) establishing a wall and other barriers; (2) "deterring and preventing entry of illegal aliens"; (3) detaining "to the maximum extent authorized by law" non-citizens apprehended on suspicion of violating federal or state law until they are deported (described as "termination of the practice commonly known as 'catch-and-release'"); (4) "removing promptly all aliens who enter or remain in violation of Federal law"; (5) pursuing criminal charges against non-citizens who violate immigration laws, as well as those who "facilitate their unlawful presence"; (6) enacting federal-state partnerships to enforce immigration laws; and (7) "obtaining complete operational control" of US borders.
The order commands also that "[t]he Attorney General and the Secretary of Homeland Security shall take all appropriate action to supplement available personnel to secure the southern border and enforce the immigration laws of the United States through the use of sections 1103(a)(2) and (4)-(6) of the INA (8 U.S.C. 1103(a)(2) and (4)-(6))." And it mandates the "Resumption of Migrant Protection Protocols," commonly known as the "Remain in Mexico" program.
Addressing parole, the order terminates use of the CBP One application for "paroling or facilitating the entry of otherwise inadmissible aliens into the United States," and ends "all categorical parole programs that are contrary to the policies of the United States established in my Executive Orders, including the program known as the 'Processes for Cubans, Haitians, Nicaraguans, and Venezuelans,'" sometimes referred to as CHNV parole.
Within 14 days, four cabinet officers (DOS, AG, HHS, and DHS) "shall provide recommendations to the President regarding the use of any other authority to protect the United States from foreign threats and secure the southern border." DNA testing of detained migrants shall be maximized and the DHS Secretary is directed to "take all appropriate action to use any available technologies and procedures to determine the validity of any claimed familial relationship between aliens encountered or apprehended by the Department of Homeland Security."

CBS News, "Illegal crossings at U.S.-Mexico border down 94% from last year"
Border Patrol Chief Mike Banks told CBS News that illegal crossings at U.S.-Mexico are down 94% from the same period last year. Between about February 13-20, 2025, CBP agents apprehended an average 285 migrants per day along the entire southern border, compared to approximately 4,800 during the same week in 2024. Chief Banks credited Trump Administration policies with causing this shift, but the article notes that there has been a downward trend in unlawful crossings, including under Biden, over the past year.
