  1. Original Date Announced

    March 14, 2025

The U.S. Department of the Treasury’s Financial Crimes Enforcement Network (FinCEN) issued a Geographic Targeting Order (GTO) to combat "illicit finance" by Mexico-based cartels and criminal groups along the U.S.-Mexico border. The order requires money-services businesses in 7 counties across California and Texas to file Currency Transaction Reports for cash transactions over $200 and to include customers' identifying information in the report. This measure is designed to prevent criminal organizations from accessing the U.S. financial system. The order is effective starting April 14, 2025, and will expire in September 2025.
