The New York Times reports that Palau has signed a memorandum of understanding with the United States to take up to 75 third-country nationals. In return, Palau will receive $7.5 million and other aid. The arrangement allows people without a criminal history to live and work in Palau. Palau also has the right to agree on a case-by-case basis who it will accept.

The arrangement has faced resistance from some of Palau’s leaders, who note that Palau does not have a refugee policy or resettlement program.
