USCIS issues new naturalization guidance for noncitizen service members

  1. Original Date Announced

    September 26, 2025

USCIS issued a policy alert flagging new guidance in the USCIS Policy Manual on naturalization processes for noncitizen service-members. Among other things, the guidance provides that the discharge description of “Uncharacterized” will no longer be deemed a separation under “honorable condition” when the separation occurred on or after August 1, 2024. USCIS also explains that it will no longer coordinate with CBP to have USCIS officers conduct naturalization interviews and oath ceremonies for veterans at ports of entry. Noncitizen veterans living outside the U.S. must seek visas or parole to enter the country for a naturalization interview.
