USCIS rescinds expedited naturalization processing for certain SSI beneficiaries

    USCIS issued a policy alert (PA-2025-32) rescinding previous policy guidance related to expedited processing of naturalization application for certain Supplemental Security Income (SSI) beneficiaries. USCIS updated the Policy Manual to cease expediting processing of naturalization application for certain SSI beneficiaries.

    Under a 2008 settlement agreement in Kaplan v. Chertoff, 2:06-cv-5304, (E.D. Pa.), USCIS agreed to expedite Applications to Register for Permanent Resident or Adjust Status (Form I-485) and Applications for Naturalization (Form N-400) filed by current or former SSI beneficiaries if the applications had been pending with USCIS for more than 6 months. The settlement agreement expired on February 5, 2011. The temporary extension and exemptions enacted by Congress through the SSI Extension for Elderly and Disabled Refugees Act have also ended.
