USCIS to resume personal investigations of immigrants applying for naturalization

    USCIS issued a policy memorandum detailing its plans to immediately resume personal investigations of naturalization applicants, a practice previously in effect from 1981 to 1991.

    The personal investigations, also known as neighborhood investigations, "cover the vicinity of an alien’s place of residence and employment and include at least the 5-year period prior to the filing of the alien’s naturalization application" to verify an applicant's eligibility for naturalization. These investigations will include scrutiny of an applicant's residency, good moral character, attachment to the U.S. Constitution, and disposition to the good order and happiness of the U.S. USCIS may require applicants to submit corroborating information, such as testimonial letters from neighbors and employers, to assist officials in determining whether to waive particular investigations.
