CDC order under Title 42 imposes entry restrictions on certain noncitizens recently present in three countries in response to Ebola outbreak

    The CDC issued an order under Title 42 suspending the introduction into the United States of certain people who departed from, or were otherwise present within, the Democratic Republic of the Congo (DRC), Uganda, or South Sudan during the last 21 days. The Order exempts U.S. citizens, nationals, and lawful permanent residents; members of the U.S. armed forces and U.S. government personnel serving overseas; persons whom customs officers determine should be excepted from the order; and noncitizens who are permitted to enter the U.S. as part of a DHS-approved process.

    The Order is intended to address the risk of Ebola entering the United States and cites the outbreak of Ebola in the DRC and Uganda. It is effective for 30 days from the date of issuance.

    NBC News reports that an Air France flight headed to Detroit was diverted to Canada after a passenger from Congo mistakenly boarded during the ongoing Ebola outbreak in central Africa. In response, U.S. officials announced new travel restrictions requiring flights carrying recent travelers from Congo, Uganda, or South Sudan to land at Washington Dulles International Airport, where enhanced Ebola screening and monitoring measures are being concentrated. DHS and CBP said the steps are intended to reduce the risk of Ebola entering the U.S. as the outbreak in central Africa continues to grow.

    DHS announced that, beginning May 20, 2026, all U.S.-bound flights carrying passengers who departed from, or was otherwise present within, the DRC, Uganda, or South Sudan within the past 21 days must land at Washington-Dulles International Airport for enhanced public health screening related to the Ebola outbreak. The rule does not apply to cargo-only flights or crew members.

    CDC issued an Amended Order under Title 42 suspending the right to introduce individuals who have departed from, or were otherwise present within, the DRC, Uganda, or South Sudan during the last 21 days into the United States for a period of 30 days. The Amended Order modifies the May 18, 2026 Order to remove the exemption for lawful permanent residents. The Amended Order is effective for 30 days from the date of issuance.

    The CDC updated its website to state that it is temporarily restricting U.S. entry for all travelers who were recently in DRC and certain travelers who were recently in Uganda or South Sudan. It states that American citizens who are departing from DRC may be subject to a DO NOT BOARD order by DHS to reduce the risk of Ebola importation into the United States; Americans can return to the United States 21 days after leaving DRC.

    2026.07.17 Reported: 7 Americans Sent to Kenyan Ebola Site as Trump Issues New Travel Ban - New York Times

    The New York Times reports that seven American aid workers, who were on the front lines of the fight against Ebola in Congo, are being quarantined at a U.S. facility in Kenya. They are the first Americans to be monitored at the site. The article indicates that their quarantine comes after the CDC "extended the ban to American citizens," but the CDC's Title 42 orders did not, in fact, extend to U.S. citizens. The inability of these American citizens to return to the United States appears to be the result of the DO NOT BOARD order issued by DHS described above.

    2026.08.12 CDC - Information for Travelers Returning from Ebola-Affected Areas

    The CDC updated its website to provide that travelers, including U.S. citizens and nationals, who have been in DRC within 21 days before departure will not be allowed to board commercial flights with U.S. destinations. These travelers should plan to remain outside the U.S. for at least 21 days after they leave DRC. U.S. citizens and nationals who have been present in Uganda or South Sudan (and not present in DRC) within 21 days before arrival in the U.S. will have their air travel routed through designated U.S. airports for public health entry screening.

    The CDC clarified that this process is in addition to its orders under Title 42, which exempt U.S. citizens and nationals.
