As reported by CBS, DHS General Counsel James Percival issued a memo instructing ICE attorneys within the Office of the Principal Legal Advisor to develop “anti-fraud policies” designed for “robust enforcement” of federal anti-fraud law. The memo states that efforts “should include enforcement against immigration attorneys filing false asylum claims in immigration court.” While the directive does not create new penalties, it may expand the use of enforcement tools already available, including fines, cease-and-desist orders, referrals for attorney discipline, and potentially criminal charges.

June 23, 20262026.06.23 DHS - ICE Seeking Fine of More Than $250,000 Against Immigration Attorney for Allegedly Filing Fraudulent Asylum Claims
DHS announced that ICE is issued five Notices of Intent to Fine Vinod Doddamani, an immigration attorney that ICE alleges filed 32 immigration cases containing 64 fraudulent documents. The agency states that he filed asylum applications supported by applicant declarations that are "identical or nearly identical in language and substance, containing the same or nearly the same factual narrative and supporting details regarding the alleged persecution." Doddamani faces a fine in excess of $250,000. DHS describes this action as in line with the directive described above.
