July 22, 2026ICE's Homeland Security Investigations (HSI) issued an updated emergency-driving handbook that "provides a single source of policies, procedures, responsibilities, guidelines, and controls" for special agents and other authorized HSI officers who engage in emergency driving while enforcing the law. The handbook replaces a May 2012 version.
The new edition includes two key changes:
- Pinning and boxing in. The 2012 handbook did not address pinning vehicles, and it permitted "boxing in" only in serious circumstances and with approval from a ranking official. The new version allows both maneuvers after officers weigh the relevant factors, without any approval requirement.
- Tire-deflation devices. The new handbook explicitly permits deploying tire-deflation devices for stationary vehicles.
