DOJ proposes changes to Form EOIR-56 (Request To Be Included on the List of Pro Bono Legal Service Providers for Individuals in Immigration Proceedings)

    EOIR issued a notice and request for comments on proposed revisions to Form EOIR-56, "Request To Be Included on the List of Pro Bono Legal Service Providers for Individuals in Immigration Proceedings." This form is used by nonprofit organizations to request to be added to a List of Pro Bono Legal Service Providers available to represent noncitizens in immigration court proceedings, which is available on the EOIR website and in immigration courts.

    The proposed version of the form and instructions updates certain terminology, including replacing the term "accredited representative" with "fully Accredited Representative," and transitions administrative oversight of the form from the Office of Legal Access Programs (OLAP) to the Office of Policy. Comments are accepted until May 4, 2026.
